What is the minimum radius for passengercars that are 15 to 18" long?

I presume your asking about 2 rail equipment. If so I believe GGD's add requires 36" min radius for its full size passenger equipment which would be 21 inches long. But obviously it will look weird trying to negociate such a tight radius curve.
Depending on how much modification you are willing to do, you could probably get them down to very sharp curves - say 15-20 inch radius.
Possible modification include:
Long coupler shank to space cars farther apart
Coupler rotation to allow wider coupler swing
Remove underbody detail so trucks can rotate farther (maybe even 90 degrees)
If 6 wheel trucks, remove center axles on trucks (or use wheels without
flanges on center axles.
Relocate kingpins to offset trucks closer to center of car
