Is it possible to run a conventional locomotive on lionel Fastrak, powered by a Lionchief 72watt 4amp power source?

Yes, at 18 volts full speed.
The horn or whistle will sound steadily on pre-1970 locos, or on post-1971 locos, if the polarity is center rail positive, or the bell will be triggered and stay on or off with center rail negative.
In other words, it's not practical to run conventional stuff with a fixed AC or DC power source, you need a variable AC transformer, i.e. a model train transformer.

Sure, when you're using the LC, LC+, or LC+ 2.0 locomotives with the remote, just set the transformer to full voltage on the tracks and use the remote. When you're running conventional locomotives, use the CW-80 throttle and whistle/bell buttons.
