I am trying to program a Lionel 1996 TMCC NYC Commodore Vanderbilt into the legacy system. However every time I set the engine into program from run and bring power to the track, the engine’s sounds will instantly start playing, and I can’t activate or do anything with the engine through legacy. All of my other engines work fine with legacy, but this one is giving me problems. The engine works fine in conventional mode, but doesn’t seem to work right in command mode. Any help to resolve this issue would be appreciated.

I can’t select the engine or do anything to the engine with legacy. As I said, the moment I send power to the track, the sounds will just turn on without even activating it through legacy. It seems to only want to work in conventional mode and not command mode.
What is the Lionel item number? Are you sure it’s the program switch? Some of those have a Rail sounds/Signal Sounds switch

No I’m not able to. The engine acts like it’s in conventional mode the moment I put power to the track and immediately plays the sounds Before activating it with the legacy system..I also have the engine switched the program.

Item number is 18045. Yes the program run switched is located just above the cab interior.
Update: the engine itself runs fine with the legacy system, however the tender can't seem to recognize it's in command mode when I put power to the track, and as stated earlier will just start playing the railsounds before I can start it up with the legacy remote. Obviously something within the tender keep setting it to conventional mode when I put power to the track, despite having legacy hooked up. When I'm not using legacy, both the engine and tender work perfectly in conventional.

It's kind of the other-way-around. The tender will default to conventional mode if it does NOT see the command signal. So as far as the tender is concerned, the TMCC signal is absent, therefore it goes into conventional operation.
Could be a bad connection in the wired tether or mis-alignment with the infra-red drawbar, if present. Does it chuff as expected? If so, the chuff signal is getting from the engine to the tender.

Yes the engine does chuff when I run it in conventional mode. I ran the engine in conventional after discovering this problem and everything works as it should. Now it seems like I would need to figure out why the tender is not getting the TMCC signal. To explain the situation I’m in more throughly, when I have the legacy system hooked up, the railsounds in the tender will play instantly once I give power to the track as if it’s in conventional mode and the engine will not move, when really the railsounds should not start playing until I start them up through the legacy remote. If I place the engine and tender on a track with a normal conventional transformer, it will run perfectly. Hopefully this gives a better explanation and can lead to a solution.
