Would a a bulb or light hooked to each yard track help the signal? I do have one hooked into my main panel where the TIU is connected to. 

I think it will and you may not have to put a bulb on every  track. One way to find out. Maybe even try leaving a post war caboose (single bulb) at the end of the siding. Any 18  or so volt bulb should work. Wait a minute, are we talking dead end tracks?

I have signal issues and my whole layout is essentially a collection of dead end tracks all strung together. All the power blocks are powered from one end closest to the TIU. No track block is longer than about 12 feet. I just pulled everything that was track powered off of track power no switches or anything. im still having issues with going from 10 to zero
