Can PSA announcements be a accessed directly from a Z4000 without the TIU and remote?

Yes. Press: bell + bell + whistle + whistle ( one time each ) will activate PSA " Now arriving etc." Once train has stopped press the green direction button to activate the series of PSA announcement ... "watch your step ... put your luggage in the overhead bins ... all aboard" etc. Each time you press the green button a new announcement will play.
