Set "NUM LOCK" on your keyboard.

Press "ALT" and hold it down.  Using the numeric keypad section on your keyboard, type "0176"

Magic!  the "degree" symbol appears !

They are grade crossing signal lenses. In that condition not much value; glass can be cleaned, lexan not so much.

Arthur, that's amazing, it really works. It was 83° here today.    But, is the average person supposed to know that ? 

all computers have a 'character map' app in them. it shows all the different characters for each typeface. you can save it to the task bar for easy access.

alt + 0188 = ¼

alt + 0189 = ½

alt + 0190 = ¾

alt + 0149 = •

alt + 0162 = ¢

...and on and on.

Those are red lenses from crossing flasher signals.  The arrows and degree marks are there to help the Signal Maintainer properly orient the lenses for proper peripheral light transmission.

The black overspray is probably from a quickie paint job applied to the backdrop* and visor.

*  The backdrop is the disc that surrounds the red light.
