After 6 weeks of nearly fulltime effort and several major, disruptive revisions, my 24x15/17 layout plan is nearing the "good enough to buy wood" point. I have been creating it using RR-Track software simply because that's what I acquired a few years ago and it's easier than AutoCAD. Is there any reason that I should acquire SCARM and recreate my plan using that software tool before I go any farther down the planning and construction path?

If you're already up to speed on RR-Track, I see no reason to recreate the wheel.
Hopefully you won't need RRTrack support. After getting a new PC I needed to re-install RRTrack but could not find my activation code. I sent several emails and got no response. I also tried calling the phone number from my receipt which appears to be disconnected. It's unfortunate because I'm used to RRTrack and prefer it over SCARM for what I need to do.

I have both; first RRTrack and then SCARM. RRTrack's libraries of buildings and accessories are nice and worth the money. If you don't plan on working with others then forget SCARM. You might want the free version of AnyRail and SCARM if you want to follow other's works. Both SCARM and AnyRail come with extensive track libraries covering all(?) manufactures and gauges.

I agree with John and Jan - keep RR-Track. It will meet your needs so no need to change unless you want to. I just checked my RR-Track file folder and I have about 400 files in there. Most only have minor changes.

If you have the v5 upgrade from v4 the activation code should be on the case. For v4 and v5 it should be on the back cover of the manual.
You are correct that without the activation code you have a worthless disk. Did you keep your old computer?
I don’t see any advantage of RE-drawing your layout with ANY other software. All it wil do is delay the start of your “benchwork phase”.
Go ahead and buy your lumber. But first share your track plan in this thread. That is mandatory.

Old PC is dead, but I still have it and can pull the HD. Not sure what I can get from it.
I have v4, and I won't give them any $ to upgrade to v5 if they won't respond to emails, or perhaps are no longer in business. The website is up, but it seems nobody home. I tried direct email and the contact us link on the website.
I already bought the license for SCARM. Do they have libraries for accessories like RRtrack did? I couldn't find anything.

You can find a few (very few) accessories to use on the SCARM website. SCARM is designed so that the user can create any "accessory" he chooses to create.

The authorization is on the cd case thar RR track come in. Have both V4 and V5 both have the code.
