I have 3 SC-2 purchased off eBay. All should be working. I intend these to supplement ant eventually replace my working SC-1I connected each them (one at a time) according to directions (connecting a switch to the SW#1 connections), I then set the SC-2 to PROG and attempted to program with starting switch #9.  None of 'the switches accepted the programming. The red light NEVER BLINKS, although the green light is on.  The TMCC command does have the red light flash when I press SET. The SC-2 does not. None of the 3. Of course switching to RUN does not allow the switch to work. The switch works fine connected to an SC-1.

It appears to me none of the SC-2's are accepting input from my TMCC  Cab-1.

Does anyone have any ideas?

Just to test, if you power the SC-2 with the wall wart without connecting anything to the switch/accessory terminals, does it still not accept programming?

Otherwise, the SC-2 can be susceptible to weak TMCC earth ground signal. I would connect a wire to earth ground (pin #5 on the TMCC base serial port, or third prong on your wall power outlet) and lay the wire near or around the SC-2.  See if it responds then. 

I tired suggestions with no success

Problem turned out to be a mistuned command base unit.

A train friend with  an oscilliscope traded me a working unit and is retuning my old one.

It is a simple matter of turning an adjusting "screw" with a plastic screwdriver until you get the "spec" reading.
