Looking for suggestions on painting sculptamold walls along the right of way on my layout.I have read some posts that suggest it must be completely dry or else you get blotchy results.Other comments suggest to start painting while it is still wet.

I've always waited until it was completely dry.
I would think if you paint while it's wet, it won't cover well and you'll move around the sculptamold efforts with your brush. I always paint dry. However, there's something else you can do if you want to minimize painting and that is to mix in your basic layer paint with the water when preparing the sculptamold. Mix it really well until all the white is gone and you have a nice creamy texture. That way, your first layer will already have the color you want.
I've painted sculptamold both dry and damp with good results. I'd be careful about painting it when it is really wet. Use water soluble acrylic paint if you work with a damp surface.

I add acrylic paint, usually a grey or brown, when I mix it with water. This provides a base color in
case it chips once dry. I wait until it is completely dry to add my final finish.
