Sluggish operation with 6-29061

Hi everybody--

On my small temporary layout that I haven't ripped out yet, I notice that my Lionel ATSF 623 switcher or my Lionel steam loco # 2065 run very slow when attempting to pull my new Lionel car Penn 4-pack cars, # 6-29061. At first I thought that all of the interior lighting was draining away a lot of the juice. But I'm also thinking that my jerry-rig auto circuit breaker bulb trick, explained on January 2nd, is the real culprit!

What do you guys think ? See the ATTACHED photo for the jerry-rig. I'm running a 250 watt "Z" ...
