Trying to decide between the 8-2115 (activates both the bell and the whistle) or the 6-5906 (activates only the bell or the whistle, depending on polarity). Locomotive is a 6-18005 Hudson (1990), the transformer is a Type LW. What is the difference between the whistle activation of the LW transformer vs. that of the stand-alone buttons? Is one (transformer whistle or stand-alone button) 'safer' to use with the 6-18005?

The 82115 is only used for Lionel's Large Scale DC-powered trains from the 1990's. It will not function with 3-rail AC powered items.

If you have an LW with a working whistle control, then you'll need a 5906 to operate the bell on your 1990 Hudson.
