Does anyone know where I can purchase screws to replace missing shell screws on MTH passenger cars?

If these are he ones that look like sheet metal screws, not machine screws I would just take one down to my local hardware store And check out their sheet metal screw assortment. They may not have the attached washer but should work with or without a separate washer. Some of the better hardware stores like Ace might even have the exact screw.
if you strike out there is always McMaster-Carr. If they don't have it you don't need it.

My friendly local Ace Hardware has some #4 sheet metal screws that might do the trick. They even come in black, if you look in the special fasteners box that is separate from the regular stock. They also carry metric-thread sheet metal screws, which might be a better match for the threads.
My local Ace Hardware has never let me down when searching for replacement fasteners.
