I originally thought these were investment cast, but a close look shows they are just formed wire.  You might find something in the jewelry making industry. Otherwise you could contact someone that does wire forming. The other people who could make these for you would be custom makers of small springs. Both wire formers and spring makers are going to have a high set up charge, then they should be able to make them by the thousands for almost nothing.
