Speed Limit on TMCC running with CAB-2

When running my TMCC engines using the Legacy Cab-2, the speed is capped at 19. I connected the TMCC Command Bases and addressed same engine with Cab-1 and the engine can reach a much hight speed. I recall reading somewhere about TMCC speed is limited using Legacy/Cab2 but can't find it. Thoughts?
