Start up delay??

Don you have to set the Stall voltage. Get the engine moving then press SET. the engine will stop and the headlight will blink. Get the engine moving again and then decrease the speed slowly until it just stops. Press the SET button again. When you turn the red dial or the DCS remote it should start at the first click.

Thank you very much for the info.  Sure sounds like an appropriate fix to me.  Your instructions are very good.  After about 5 attempts I was not able to make any progress.  The headlight/horn would flash, but no improvements.  Thanks again, I'm going to keep trying.
