I just installed TMCC on a small,  8 x 8, layout.  Here's the new-to-me-issue:  With the engine in neutral, if I press & hold the wstl/horn button,  the horn blows [and the red lite flickers]  for about 4 seconds, then stops [ditto red lite] for another 4 -5 seconds,  then the cycle repeats.  Is this a new issue or is it well-understood?

BTW: No headlite flickers...

It's the red 'blinker' on the CB.  While the engine is running and acting up,  I hold the whistle button down;  the blinking red lite and the horn will be ON for 4 -5 seconds,  then OFF for a similar period.  When it's OFF, there are NO commands being sent to the engine.  [My  'test' engine is a Lionel SD 40],  At other times, holding the whistle button down does what you'd expect:  Continuous horn & continuous blinking.

If the red LED on the command base stops blinking while you are still holding down a key on your CAB1 remote, commands aren't getting through (or aren't getting sent) for some reason. Outside interference, or within the Cab an intermittent button or loose battery connection, something like that. I don't think this has anything to do with the locomotive.
