For Plastic, EZ Off oven cleaner the original costic formula but be very careful, wear gloves and eye protection. A safer way is to soak it in brake fluid for a few days and the paint comes off. You can but the cheapest at discount stores for that.
Two methods are the EZ-Off oven cleaner, and Castrol Super Clean in the purple jug. Neither of which will harm the plastic. They work the fastest as compared to the Brake fluid method or Alcohol, which take a while (days). I personally use Castrol Super Clean and have been able to strip a die cast loco in as little as 3 hours of soaking, and used at full strength.
