I only have a handful of TMCC engines and it doesn’t make sense to keep the big remote anymore. I have way more DCS engines and I’m running all that on the DCS app. I believe I need the cab 2 base unit but what component do I need to communicate with the base for TMCC/Legacy? Thanks.

You just need the Legacy to TIU cable.
I would also get the SER2 and power supply. This will allow you to operate any Legacy engines with 95% of the Legacy features if you have or end up getting any.

OK so what your saying is I can run the TMCC/Legacy with my TIU. I hadn’t thought of that because I never did it before.

The WIU will recieve the signal from your cell phone, pass it on to the TIU, that will intern communicate with the Legacy base via the SER2.
Lionel has a WiFi box but if all you want to do is control the engines using the MTH WiFi app the Lionel one is not needed.
If on the other hand you want to use Lionel's app to control TMCC and Legacy engines and have no intention of using MTH's app, then you will need a LCS WiFi module (6-81325) and LCS DB-9 Cable with Power Supply (6-81499).

What does the SER2 do? What's the difference between that and just the cable that connects the Legacy base and TIU?

It allows Legacy commands to be sent serially from the TIU, otherwise the TIU can only send TMCC commands. No quilling whistle, no 200 speed steps.
Chris, I would hold onto the cab2 until you are completely satisfied with the wifi set up.
Ok, so what is Lionels PN for the SC2? Looked in catalog. And could not find?

The SC2 was a switch and accessory controller. This device is no longer made.
The SER2 (6-81326) is the Legacy serial interface. It is available.
You do not need an SC2 as stated.
I also agree with the recommendation to keep the cab2.
I run both MTH TIU/DCS Wi-Fi and Legacy. I find running a Legacy engine on the DCS Wi-Fi app isn't really all that great.
Between yesterday and this morning I listed my Cab1's and MTH hand held as I don't use them anymore.
