Ship to California & screw the Prop65.
if you removed the bottom level of the Tampa Towers and placed on top of the parking garage, you would have a nine (9) story building with lower parking for the top Tampa towers part under construction.
There are few more adjustments to make, but since each has the same floor footprint it would be a nice fit.
You would need to keep the fill-in piece for the top part.

Keep the pedestrians at the storefront
Construction Barricade around the pump and mixer.
The owner wanted the store front tenants paying rent during the upper level construction of the residential spaces.
IMHO the Owner is a bit greedy.
Maybe add a pedestrian sidewalk-bridge to protect them from falling Construction debris.
