Absolutely NOT.
I run my Ives Tiger set at Halloween, but do not think a Halloween Special would sell well, but then I've been wrong a lot

Sell well? Nah, but it would be neat. Maybe lo-cost new paint on some existing stuff as sets of just cars maybe. But the big bucks for a full set with a gaudy loco only run at Halloween? Id have to pass, just like I would on a full bore Christmas theme. The Tiger fits the bill but doesn't limit itself with direct reference, overall, items like this are a safer bet if you ask me.
How about an O gauge set?

Black and orange are Milwaukee Road colors so I'm tenatively supportive. I wouldn't buy a strictly "Halloween" set with ghosts and goblins painted on the cars but I would buy any new but different "Tiger" sets produced such as a black and orange Lionel 392E loco with matching black and orange Girard passenger cars. Similarly, I'd quickly purchase a black and orange American Flyer 4694 passenger set or a black and orange Ives 1134 passenger set. Finally, I'd buy instantly any tinplate set (Standard or O), produced in a livery similar to the one Milwaukee used on its "CHIPPEWA" train, ala the RichArt set below.

Next time I get Mike W. ear I'm going to mention it. Hopefully he can work something out with Lionel and the licensing to put the PE colors on tinplate RTR sets both O and standard please!

Good idea. I've got some of those that I run behind my 256 Electric. . Need to hook them up behind a black loco.

Your already half way there now with the Ives 3236. You just need to run something with the same paint colors behind it. I would take some Halloween figures of your choice and glue small magnets to the bottom of them and put them in passenger cars or freight cars like the opened door of a box car and there is all kinds of things you can do temporarily with an open gondola.
