I just finished hooking up my inner most loop of track. (actually only loop right now)  I hooked it to fixed channel 2. The volts read 17.5 on both sides of the TIU. There is no light on the TIU. My engine does not work nor does the remote recognize the engine.  I placed the wires on fixed channel 1 and did the diagnostic steps in the user manual and it recognizes the TIU and the TIU light comes on.. Also the engine will run in command mode on fixed channel #1. The signal shows between 8 and 9.  The engine will also run in conventional mode.I am using Lionels new ZW.

What can I conclude or do to further diagnose this problem? I will be using 3 channels for 3 loops and a fourth channel for switches

RJR's correct, in short, you can power to fixed 1 and jump the inputs from fixed 1 to fixed 2  on the input side of the DCS to get you going.  Or, you can power through the Aux with a wall wart, then you can skip the jump wires and power fixed 2 directly.
