I have an old k line big boy that doesn't always receive commands from the cab-1L. I believe the previous owner painted the tmcc handrails black instead of the standard stainless finish. Would paint interfer with the signal?

Nope, not at all.
I'd look for a different cause. If the handrails are connected to the board properly, and they're insulated from the boiler shell, I'd try swapping the R2LC with another engine and see if the problem moves with the R2LC.
Does your Cab1L work with Legacy engines? Also do other TMCC (pre Legacy) engines display symptoms of a weak signal like flashing headlights? If so you might want to contact Lionel. Some of the early Cab1Ls need a capacitor added for TMCC engines to operate properly.

A repainted engine suggests it has been apart. I'd bet the antenna lead is pinched somewhere. It has been the cause on more than one of my erratic running TMCC engines.
