i have tmcc now with dcs and my tmcc engines don't run as smooth at at slow speed or it take a lot of tuning of tmcc knob to get them to go . If I had legacy would this become better for tmcc engines and smoother operation

yes.
Some say you will. I personally didn't notice any difference in how my TMCC locomotives acted between the TMCC and Legacy bases. As for having to turn the knob a lot, have you tried changing the momentum of the locomotives? Try changing them to L, per the locomotive's instructions, and see if they become more responsive.
Yes transition in speed steps will be smoother. However, the dreaded odyssey lurch when the loco gets under way will still be there.
IMO it doesn't justify purchasing the Legacy system if you have no plans to buy a legacy locomotive and really "reap" the benefits.
I find DCS works TMCC locomotives better, since you have both systems try that.
