I own an ultrabook computer with a touch screen, Windows 8.1, and Wi-Fi connectivity.  Will I be able to load any of the upcoming DCS apps on my ultrabook and, in turn, use the notebook in place of the DCS handheld remote?  Would the touch screen make a difference?  I think that Win 8.1 might be able to use apps, but I'd have to check on that.

Windows 8.1 runs apps designed specifically for Windows 8.1. A PC running Windows 8.1 cannot natively run the DCS App; whether or not that PC has a touch screen won't make any difference. Only a tablet or phone running the Android or iOS operating systems can natively run the version of the DCS app written specifically for each of those systems.

As the discussion I provided a link to explains, it is possible to install Android emulator software on a PC running Windows 8.1, which in turn will allow you to run an app designed for the Android OS. Since Android-based tablets can now be purchased at low cost (Walmart has recently been selling a 7" Android tablet for $40), using your PC and running emulation software for this purpose may be more trouble than it is worth.
