I bought some time ago a PH-1, a 6-128687 Powermaster and a 6-12911 Command Base. I'm using the first two. I don't know how I would use the Command Base and would like suggestions please. I'm also using the Cab-1 with the first two. I'm also building a new layout, therefore, the questions. Thanks. O gauge track being used.

I would presume you have the CAB1 remote, that's the only way you could be using the PowerMaster. 
As for the command base, that's for TMCC command control, so if you buy any TMCC/Legacy locomotives, you'll want the command base to use with the CAB1. 
As for the command base, that's also for TMCC command control of TMCC accessories and switches, and/or any/all switches & accessories using the SC-1, SC-2, ASC, AMC, and other controls.
