I know this can be done by TMCC or Legacy with the right equipment, but I don't have either systems. I am looking for something cheap. I think MTH had something, but was it for their track system only?
I am looking to have my CW-80 hidden under the layout. Most of my trains are Lionchief, so it's not an issue with those. I have a few post war locomotives I would like to run.
What are my options?

See if you can find an original Cab1 and Powermaster. No command base required.
If you have the MTH Z-4000, they make a slick remote control system for it.
Alternatively, TMCC Command Base, CAB-1, and TPC 300 or TPC 400. You can start up the TPC in Conventional mode and use the big red dial of the CAB-1 as a transformer handle.
