Any suggestions on how to make these? I've tried lichen without any success and there doesn't seem to be anything with less bulk and more fine branches.

Poly fiber stretches out, can be balled up and can have an airy look. Comes colored green. A light spritz with an airbrush and a more correct color may work.

Polyester filter media...trim to about 1/2" or so size ball, spray with appropriate/approximate 'tumbleweed' color...? Get the kids/grandkids involved?
