Knowing just enough about electronics to cause myself problems, thus I try and stay away from messing with it. On that note, what can I use to step down voltage on a Z750 power brick? More or less being able to be able to vary the output voltage.

The Z-Controller that is shipped with the Z750 transformer set makes an ideal match.
In conventional mode, use the MTH Z-Controller. That's what it's designed to do.
Under DCS, use an MTH #50-1017 TIU/Barrel Jack Connector to connect to a TIU variable channel, and use the variable channel to adjust the voltage.
Now if I wanted to use the z750 brick to run DCS, can I use the controller to bring the 21 volts from the brick down to 18-19 before going into the TIU? Also what channel would be used in the TIU, variable or fixed ? I seen where Barry just mention this but did not know if the controller was still used.

In this case, you would not use the Z-Controller.

You can set the variable channels to limit the maximum output voltage as well so that you can't accidentally go over voltage.
