Coupler connect and couple? Yes
Size or scale- Premier VS Railking VS Lionel? Premier generally lines up to Lionel scale.
Electrically- meaning backup light and electrocoupler= typically no. Different connectors, possibly different electrical voltage of the coupler, same problem with a backup lamp.

In addition to Vernon's comment, which are right on the money, we could also give you very specific details if you can provide us with the Product Nos. for each; the Lionel number for the locomotive, and the MTH number for the tender.
