Agreed. Not near enough exhausts for the speed of that model. If the original poster has DCS, the exhaust chuff rate cane easily be increased in order to more correctly represent a three cylinder Shay.
The shay is one of my favorites.

Exhaust & whistle do not as I had it upgraded to PS 3 from PS 1 and this was the best that could be done with generic steam. I can adjust the chuff rate which I will.
