Definitely not prewar Lionel, or even toy train related.
It is a 1:1 Railway Signal Box, typically used in Britain.
This link seems to show one that looks extremely similar to yours and discusses operation thereof:
It will make an attractive display in the train room. Good choice
A mate of mine has a few of those signal boxes; matter of fact, he had them wired into his Euro-style layout and used them for controlling traffic along the line. It was great fun for operations.
