My Lionel legacy Polar Express railsounds tender, it has digital recordings from the real Pere Marquette 1225 berkshire. It's very loud, it'll even make you grit your teeth!
Mine is the Legacy E6 Atlantic and followed by a close second is the Legacy K4 pacific.
I love the Pennsy 3 chime on the pacific but the shrill whistle on the Atlantic is very unique and also pretty to listen to.
Please don't make me pick
....but if I have to, it's between the Milwaukee S3 and PM 1225

My favorite thus far is my Lionel MR S3 Northern.
The most realistic is the 765 legacy, second is the y6b, the third is the 2-10-10-2.
My 1957 "J". Nothing is a close second.
The Lionel NYC sounds posted above are incorrect. NYC Hudsons and Niagaras used air rung bells not swinging bells. The exhaust on the Hudsons was a sharp bark, kind of a staccato effect and it was higher pitched than the one on the model in the video clip.
Further, the exhaust needs to sound four times on each revolution of the drivers, not only twice.
Listen to the attached wav file of NYC 5442 leaving Crestline, OH in 1956, recorded by Jim Hawk, a friend of Don Krofta. (You'll also hear the horn on a PRR diesel in the background.) Also note that this Hudson has a pneumatically blown whistle which cannot be quilled.

I have to say my Lionel C&O 2-10-4 (28079) closely followed by the 28052 N&W "A" & 28085(?) N&W Y-6B hooter whistles.
1st, my Legacy 765 Berk. 2nd, my Legacy Santa Fe Northern 3751.
My upgraded MTH Yellowstone.
My favorite is the whistle of the first Lionel Allegheny. You could here it echo off the mountain sides if you closed your eyes.
For Lionel, the Legacy UP FEF-3 #844 and the SP GS-4 #4436.
For MTH, the up-dated sound file for the UP 9000 class 4-12-2.
The 1996 Lionel Commodore Vanderbilt has the most awesome whistle
After the 57 J , I think the Lionel Warhorse J has the best. It is an actual recording of the J when it was in Ohio, including echoes from the surrounding hills.
MR #261 S-3 whstle #1 by far...
Most realistic whistle I've ever heard in a model. Almost perfect!
PLUS.. If you get bored, just switch over to whstle sound #2 or the prototypical air horn for an interesting mix of sounds..

MTH PRR H10 2-8-0 Hooter whistle, close second is Lionel EM-1 B&O legacy, third is
MTH Daylight Premier, the version from Samhonghsa, and finally, the Lionel 3751 TMCC version (have not heard the Legacy version). The rest that I have are middle of the road mediocre, though the Commodore Vanderbilt is pretty good and best in class by far for 1996.
My Railking Amtrak P40 has a great Nathan K5LA horn sound.
My MTH Railking Imperial Y6B has a spot-on "Hooter" whistle. Best whistle on a PS2 engine I've heard yet.
Lionel Legacy FE12, best whistle yet.
Lionel Commodore Vanderbilt '777', and Lionmaster Big Boy '4024'.
