Looks to me like the observation deck of an airport control tower or maybe the same type of thing for a large switchyard tower.

Your plot plan looks like the real deal. The control tower will add to that impression.
It is very well designed and looks like it is scratch built from available plastic commercial plastic parts.

I was going to guess a house. then I knew your into industrial. I have an idea. you could do a 1960's drive in with somethng like that! that inspired me to build one! great detail, love it!
