Why hasn't Lionel reproduced Flyer's "Cow on Track?"

Maybe someone has the answer to this. I'm a Lionel guy who is starting to dabble a bit in Flyer. The "Cow on Track" accessory has long been one of my Flyer favorites, But it has always mystified me as to why Lionel has never reintroduced it. It is of pretty basic operation. Could it be that Lionel no longer has the "grass mound" tooling?

I too thought that accessory was a hoot. Maybe the ASPCA has had some sway over the decision not to bring it back. If the train fails to stop, it's a bad day for old Bessy.
