Well, it does say " custom" in the listing so an uncatalogued set is a good guess. Maybe for a dealer or a club perhaps?

I work in the auto industry and I have a theory. NAPA might be as in the auto parts retailer. And on top of that because OWI is a common abbreviation for Old World Industries who is a major manufacturer.
NAPA has done train sets before in HO. Just a wild thought!

I didn't know anything about this but see that Lionel even made an O Gauge Diesel NAPA Auto Parts R-T-R Set from 2007, #6-30083 available on the big auction site.
It is odd that that the "OWI/NAPA 0-8-0 RTR SET" SKU: cs-2301470 at https://www.lionelsupport.com/OWI-NAPA-0-8-0-RTR-Set doesn't seem to show up anywhere except on Lionel Support, with a parts list including NAPA 0-8-0 LOCOMOTIVE, 0-8-0 LionChief TENDER, TRADITIONAL BOXCAR, PORTHOLE CABOOSE, THREE DOME TANK CAR. Is it possible that Lionel made a parts list and then the order was cancelled?
Hard to say what happened. NAPA usually has an odd assortment of toys and collectibles around the holidays. You'd think it would have shown up around then.
It could also be possible it was only an internal promo for either company and not many got made and they only got given away to employees?
Or the final idea I have is that I'm totally wrong and who knows?
I also looked up that earlier set from Lionel for NAPA. Somehow I never knew that existed! I've seen plenty of the HO sets over the years though!
The Lionel 6-30083 Napa diesel train set from 2007 was an uncataloged item. Forget exactly how they were offered, either sold thru their stores or offered as promotional items. Must of have a a pretty large number of them because they are very easy to find in the second hand marketplace.
I couldn't get the shipping schedule to load on my phone or the desktop so I assumed they did away with it.
This is an odd listing but it's especially interesting to learn CSX has a merch store haha
