Anything except Powermasters can be controlled by Legacy.
The power master if you had one would need a Powermaster Bridge.
As Marty stated. The legacy controller automatically defaults to TMCC mode when a Legacy loco has not been selected.
What does a PowerMaster do ?

A Powermaster raises and lowers the voltage via the Cab1 from a conventional transformer source whether it be a Brick, a PW ZW or another transformer.
Hi Paul. All of the TMCC devices will work with Legacy BUT you may have a problem with the signal. Legacy doesn't send out as good of a signal to the devices you mentioned as TMCC does. (except the 22980 which works well on both) Dale Manquen, a poster on these forums made a booster but it's out of production now. The new LCS system is supposed to solve the problem but details about that aspect are scarce.
What the AIU can't match is the ARC, AMC and the OTC (unless you add relays).
The TIU has 2 channels that will control track voltage like the TPC.
Steve, I bought the antenna that was on a post a little while ago. Will that help with the signal ? I read the post and it seems that could create a better signal.

Diffrent signal. The antenna is for the remote/base communication.
The signal strength for TMCC devices is the output from the serial port on the base.
As I understand it the Legacy base cannot support as many devices plugged into this port as the TMCC base can.
