My little hints...
First I paint the underlayment white, whatever you choose to use.
Then, I lay the roads and sidewalks (sprayed with concrete-like textured paint), and then the track. Then, I put a layer or two of thin cotton batting, and I fill the gaps in DecoArt Sno-Tex, and then wet everything with glue/water mixture, and sprinkle Woodland Scenics coarse white snow.
When everything is dry for a few days, then I sprinkle a little more snow to make it fluffy, and then spray everything in place with clear acrylic or hairspray.
Finally, I use silver spray glitter dusted on top of everything to give it that "freshly fallen snow" shimmer.
Its a lot of work, but it's worth it!
PS- I have heard of using thinned gloss acrylic to create "wet" roads... I'll be looking into that.
