WSMR received a grant specifically to work on the cars and diesels, including repainting the diesels, which was announced to be in the red/white (circus?) scheme.   Getting the coaches and locomotives ready for fall color season seems to me to be a good approach to making some money and showing local businesses and governments who might be willing to throw in some help with 1309 the value of the road.  

501 looks nice.  A local model club uses a WM locomotive painted in these colors on a raffle layout, expressly because it attracts people (especially kids) to the layout because the bright colors.

I was 10 years old when the r-w-b scheme came out, looks good when new, but can fade quickly if not maintained.
Since every preserved authentic WM diesel at present is in the black paint schemes, I think we can live with a pretend one in the red-white-black.

If George Leilich had been promoted to WM president in 1969, the r-w-b scheme would not have been introduced as he felt the black with speed-lettering was very dignified. However, C&O/B&O brought in a former South Shore exec named William Coliton, and he desired a paint scheme similar to the IC's new white/orange scheme.
