Stop the locomotive. It only comes on when stopped. But once stopped you can turn it off and on by pushing the ENG button and on the numeric keypad is a cab light on/off button below 9.

If you want can't you shut off rule 19 and the cab light stays on all the time?
I don’t think rule 17 effects the cab light. Could be wrong tho, I’ll check my challenger tonight. As Marty mentioned either stop the locomotive or hit the cab light button from the ENG screen on the cab-2
