I've removed mildew with a little hydrogen peroxide on a soft cotton cloth. Works great.
Unless you have a freak engine, it's not mildew. It is mold release compound. The stuff will melt away with a little heat. Then you can wipe away the liquefied stuff with a soft cloth.
Just be careful not to overheat the plastic and damage it.
I use a hair dryer.
This is common on yellow 2023's and the black plastic truck sides that were used on scout cars.
