I like this idea.  You could even add one of the many diecast 1:48 or 1:50 scale tanks which are on the market.

Better yet, how about one that looks like the vets groups haven't been there for cleanup work in a while?

Keep in mind that war memorials were small and tasteful up to the 80s or so, when they got large and in some cases, pretty gaudy.

In the past, they were usually an arch, a single statue or a pedestal with a plaque in a garden-ish area.

If the layout takes place before the 1980s or so, a war memorial wouldn't be overly large.

If you want to stick to the brick and mortar theme, the MTH Railking 6 story buildings are very large and quite nice. I have one on my layout.

MTH also makes add-on floors for some of their buildings. Not sure if there is a limit to how many add on floors you can put but if there is no limit, you could build a pretty impressive skyscraper. Wouldn't be cheap however. I don't think the add-on floors work for the 6 story buildings.

If a Christmas theme is an option, Lionel made a single family home with LED Christmas lights strung around the roof. It really stands out and looks great on a Christmas layout. A friend of mine has one and put it on his modules in the club Christmas display at the College Park Aviation Museum display last year. One dark and dreary day it was on and looked beautiful. 6-37994 is the Lionel number on this I think but am not 100% sure.

How about a used car lot? You can have a main building and several cars around it with some light posts. 

Another idea is to have an engine repair shop with a set of tracks going to it.

Are you looking for a ready made option, kit or scratch built option?

Depending upon what the nearby scenery looks like, that is;  rural, urban, industrial, mountainous, etc. there could be lots of choices.  For a nice urban area, tall building, give consideration to OGR's Ameritown "Midtown Hotel".  it's a six story, downtown type building that can be made up in several ways.  Mine sits just a couple of buildings away from MTH's six story department store structure.  Sometimes it's possible to combine several buildings to create an even taller structure.  Bill Bramledge is a master at these combined, really tall buildings.

MTH's Mel's Drive-In is an impressive building that makes an animated scene.

FAI, Heller is making a 19" tall Eiffel Tower. 

 Impressive in what way? Tall, square feet, unusual, RR-prototypical?

   Near a roundhouse? Well, a crew has to eat, a diner sort of fits. A couple of quanset huts fits the industrial bill, and adds variety of structure. Taller, I want to say an Eiffel  I mean switch tower, especially if your limited on room, or a loco shop if there's still room. Do you have a coaling building? An Eiffel ..water tower? A diesel fuel holding tank? Detail the lighting, on any structure, and the area too. What ever it is, just light it up like the sun, and it will be impressive at night .

   How about an Eiffel Oil derrick with a bubble lamp,(the pump type if you have the room). 

Or,

The Leaning tower of Pisa your looking for should be  45.75" tall.

I found a 14" "lamp" of it on "an auction site"

A model of the OGR world headquarters would be a worthy subject (Yes I know, another OGR headquarters).

Perhaps not the direction you are thinking but I find the Menards large buildings to be very impressive.   You could build a scene around one, with trucks, cars, people, trees, and the lighting effects are great!

Could you post a photo of the space - of the place for the "impressive building on this island inside that circle of track... " for which you want ideas?
