I have used a spray adhesive on grass mat just before putting down the ground cover,  This will cause it to stick somewhat to allow you to spray over the top of the ground cover without the spray causing it to blow away.  Then I finish-off with a matt spray sealer. although that may not really be necessary in most cases.

Since I often want to target specific areas (as when putting down grass here and gravel there, etc.) and a spray can can't target that  well, I brush on a 50/50 mixture of white glue and water to just the areas I want and then sprinkle on the 'grass" heavily the ground cover I want.  Wait 24 hours and brush off/vaccuum the rest to re-use again.  Then do it again for the gravel, etc.
