American Flyer #5 Transformer Oddity?

I just replaced the power cord on an old AF #5 transformer. Pretty straightforward operation, and the transformer works fine. One oddity is that the 0 to 7v terminals seem to work in reverse, i.e. the throttle goes from 7 volts to 0. Is this normal?
