DIY network had a program called
"Workin on the railroad"
They did all the scales but the techniques are the same.
Can't give you and times or listings as it's not on in my area any more.
If you can find it, it worth a look...
Amazon has a pretty good DVD titled "Building an O Gauge Layout" for $14. I think you will find it informative and well worth the money.

I second the nomination on Rich Battista's Black Diamond Raillway videos. They are top notch!
The TM video mentioned by Rixster is also pretty good, but is a little more basic.
