There are several clubs and modular groups throughout the SF Bay Area. Most of them are closer to San Francisco than San Jose.

I am a member of the San Leandro Historical Railway Society located in San Leandro which is just about 3 miles from the Oakland Airport.
We have 3 displays - HO, O gauge 3-rail, and G gauge. The G and O gauge displays are outdoors and the layout is called the G&O.
I would be happy to let you run any 3-rail trains that you may have on the G&O. We run conventional, TMCC/Legacy and DCS.

Probably the nearest 2 rail club to you is the Pleasanton Club. They have a large very well done 2 rail layout. I have a friend who is a member who may be able to give you a tour.
Several of the modular clubs also let people run trains on their layouts. One of them has a semi-permanent layout but I forget which one.
