I am looking for best climbing loco suggestion to run this year on my Train in the tree layout. Conventional or Legacy.

Definitely want speed control. TMCC w/ Odyssey, Legacy, PS2 or PS3. Depending upon what you want to pull, dual motor is probably a good idea. Traction tires, the more the better. The best puller I have ever owned was a MTH 30-1163-1 (PS-2). This is one of the few locomotives I regret selling.
I recently bought a Lionel 6-38430 Polar Railroad Legacy GP-7 Diesel Locomotive from Allan Miller. It fits the bill as well. I'm looking forward to running it next week.
Back in the day, Tyco had locos that could pull a train vertically and even do loops. I think they were conventional.
The 2-8-0 MTH PS2 engines that were in the starter set would pull stumps. I was never able to stall one, and the speed control was fantastic on our elevations.
Ditto regarding the MTH Rail King 2-8-0 Consolidation with PS 2 or PS3. This locomotive has excellent tractive effort for very steep grades.
