What are the best ways of cutting perfboard to required size and minimize dusting and debris? From what I read, perfboard is very rigid and made from fiberglass or resin.

do you mean what we call peg board? like what you sue to hang tools and hooks in? if so that is mostly masonite,, adn really nothing short of a vacuum attachment will reduce the dust.

use a razor ( zona) saw and cut with slow long strokes running a vacuum hose near the work surface will help. you can also use a jewelers saw but you must shape a v cut in a wedge with the saw blade sitting int he center of the v moving the material into the cut rather than moving the saw into the material.
use a fine tooth blade at any regard a course hacksaw blade wil shatter or at least fragment the edges of the resin
I should have more definitive, electronic perfboard is what I was considering cutting.
After reviewing the phenolic copper and phenolic(no copper) in electronic vendor websites and the local Radio Shack larger size boards are available, I was considering cutting the required size board from this larger board and save the remaining large size board for future use.
I buy the small proto boards off eBay, I cut them to size using my radial arm table saw, makes quick work of them with a carbide blade.
Score with a utility knife and snap along the perfs.
Use tin snips for sheet metal.
I like the fiberglass green double-sided board, it has much better cutting properties and also the plated through holes are more robust. It costs a little more, but it's pennies for a much better project result, at least for me.
