I have used rubber ballast around yard areas, but not on track bed. The good news: rubber ballast is very light, making it suitable if layout weight is an issue. The bad news: This stuff is so light it will move with the breeze of a gnat's wing
, thus difficult to deal with until cemented in place. Also, you'll need a strong water wetter to overcome surface tension when cementing it. I ended up using a 50-50 mix of rubbing alcohol and water which still took a bit of time before it soaked in.
