My top suspect is wiring, a high resistance joint somewhere that's dropping voltage as more current flows.  It should be fairly easy to track that down, with the train running and the voltage being dragged down, something's getting hot somewhere.

My current, temporary loop is FastTrack, and one of the connection tracks has mighty small track wires, coming out of it, to connect to. That is the connection on one end, and I have heavier wire going across to the other end and connected to a barrel with 16ga pigtales. The wires from the barrel connectors to the contacts in the track, seem small as well.

I downloaded and printed the Lionel User's Manual for the Amtrak Genesis Cab No 805 (Phase III) locomotive.

It gives a process for resetting to original factory specs. I ran this process, and seems to run much better. Still not a speed daemon, but runs at a descent pace, and at a smooth pace all around the loop.

Still a voltage drop to 8.5 ish vac.
