I've got a Legacy engine that will not accept a new ENG ID.  I have tried multiple times to set it and have never heard the horn or seen the headlight flash indicating acceptance of the new ID.

The engine performs fine.  I can't find anything else wrong with it.  I would just rather not have it as ENG 1.

I'm still using the old TMCC base.  Haven't got around to hooking up a Legacy control base yet.

Engine is the recently released Empire State Express, 6-82534.

Any thoughts on what is wrong and how I can fix it?

In conventional mode  the run/program switch when set to program is a lock out switch..  It  locks the engine in one direction.  You could test it without taking anything apart,

 Try holding the cab-1 buttons down a 1/2 or so second  longer when trying to edit the ID in command mode.

how are the batteries in the cab 1? 

I have the same problem with the ERR board in my Williams U33C. My CAB1-L has programed my other engines, but not this one. The guy who installed board the thinks there may be a bad connection. He's backed up with train repairs so I can live with the factory setting of #1 on my Williams until he has time to look at it.
